Underground storage tanks for fuel and chemicals were among the
first point sources of groundwater contamination to receive the
attention of legislators and regulators. Tank system leaks due to
corrosion, piping failures, improper construction and installation
mistakes and environmental releases due to spill sand overfills
have been targeted for control. Regulations are now in place, or
proposed for implementation, to address site investigations,
monitoring studies, tank system installations, product and tank
inventory control, tank replacement, design and installation
standards and remedial action. In addition, much regulatory
attention has recently been focused on the appropriate procedures
and formulas to evaluate damage to or impairment of use of the
groundwater resource.
